RATIONALE

Research ethics is fundamental to the credibility, quality, and responsible conduct of research in higher education. As higher education institutions expand their research activities, graduate programs, external partnerships, and international collaborations, ethical responsibilities increasingly extend beyond the review and approval of individual research proposals to include institutional oversight, risk management, and the promotion of research integrity across the research lifecycle. Institutions, however, differ in their research capacity and development of ethics mechanisms. Some have established Research Ethics Committees (RECs) or Institutional Review Boards (IRBs) and seek to strengthen their governance, policies, and operations, while others are still developing or planning to establish mechanisms for ethical review and institutional research integrity.

Research administrators, ethics committee members, research teachers, faculty researchers, and research advisers all have important roles in ensuring that ethical principles are consistently reflected in research teaching, supervision, review, conduct, and institutional decision-making. Institutions must also respond to evolving ethical concerns involving research misconduct, conflicts of interest, authorship and publication practices, data privacy and governance, collaborative and international research, and the responsible use of artificial intelligence and other emerging technologies in research.

This training-workshop provides participants with practical and institutional perspectives on research ethics management and institutional integrity. It examines how institutions can establish and strengthen ethical oversight mechanisms, define roles and accountability, manage research misconduct and institutional risks, respond to emerging research ethics challenges, and foster a culture of shared responsibility for research integrity. Whether an institution is planning to establish an REC/IRB, strengthening an existing ethics review system, or seeking to enhance research integrity among its faculty, researchers, and students, the training aims to provide adaptable strategies for building effective, responsible, and sustainable research ethics systems within higher education.

The training-workshop aims to:

1. Strengthen Institutional Management and Governance of Research Ethics. Develop participants' understanding of institutional roles, responsibilities, accountability mechanisms, and governance structures necessary to promote ethical and responsible research across higher education institutions.
2. Establish and Strengthen Research Ethics Committees (RECs)/Institutional Review Boards (IRBs). Equip participants with practical knowledge of the key considerations in establishing and improving ethics review mechanisms, including committee structure, independence, policies, Standard Operating Procedures (SOPs), review processes, documentation, and institutional coordination.
3. Manage Research Misconduct, Conflicts of Interest, and Institutional Risk. Strengthen participants' capacity to recognize and respond to concerns involving fabrication, falsification, plagiarism, authorship, data integrity, conflicts of interest, sponsored research, and other practices that may affect institutional research integrity and accountability.
4. Address Emerging Ethical Challenges in Research. Develop participants' capacity to respond to evolving research practices and technologies, including the responsible use of artificial intelligence, transparency and disclosure, authorship and accountability, data privacy and confidentiality, intellectual property, collaborative research, and other emerging ethical concerns.
5. Develop Practical Strategies for Strengthening Institutional Research Integrity. Enable participants to assess institutional gaps and formulate appropriate actions for strengthening research ethics policies, oversight mechanisms, responsible research practices, research teaching and supervision, and an institution-wide culture of research integrity.

REGISTRATION FEE

The regular registration fee is 6,500.00 PHP inclusive of two days lunches, AM and PM snacks, training Kits, ID and certificates. The organizer will not be shouldering the accommodation of each participant since the training is in a live-out arrangement. A list of hotels will be provided as guidance to the participants reflecting the hotel address and contact information, estimated rate per night, and proximity to the hotel venue.

Deadline of payment for regular registration will be on October 10, 2026. For onsite payments the following additional documents are required: Travel Order, Hotel Accommodation, and Flight Details, among others.

Dr. Leah Wilfreda RE Pilongo is a distinguished academic leader and research advocate in the Philippines. She currently serves as Dean of Research and Dean of the Graduate School at the University of Bohol, where she leads strategic initiatives to strengthen research productivity, graduate education, and institutional research excellence.

With over a decade of leadership experience in higher education, Dr. Pilongo has made significant contributions to advancing multidisciplinary and interdisciplinary research. As Head of the University Research Center, she has been instrumental in mainstreaming research across academic programs and aligning institutional research agendas with national and global development priorities.

A strong advocate of research ethics, Dr. Pilongo plays a key role in promoting integrity, transparency, and social responsibility in scholarly inquiry. Under her leadership, the University of Bohol Research Ethics Committee (UB-REC) has been accredited by the Philippine Health Research Ethics Board (PHREB), affirming the institution's compliance with national standards for the ethical review of research involving human participants. She has also championed the integration of ethics education into research training programs, guiding faculty members and students in ethically grounded research design and implementation.

Her research interests span gender studies, youth development, governance, and transitional justice. She has conducted and published studies on gender-based violence among displaced children in conflict-affected areas, male engagement in gender equality initiatives in Afghanistan, and the psychological capital of educators. Her scholarly works have been presented in international conferences and published in peer-reviewed journals.

Dr. Pilongo holds a Doctor of Education degree and maintains an active research profile on platforms such as ResearchGate and Google Scholar. Her sustained commitment to ethical, inclusive, and impactful research continues to shape research culture and academic practice in Philippine higher education.
